I got the chicks from hoover hatchery as chicks i didnt incubat themIt could be a defect, I didn’t read all comments so apologies if this was asked, but are the eggs all from the same place?
For instance when you buy them online it can be due to them being poor eggs, but it can also be if different batches, due to incubator or many many other factors! Don’t be disheartened, even if you only end up with one!
I breed lovebirds as well as chickens and other cute little things and it’s always a hit and miss if you use an incubator, and even up until the states of mature birds there’s always a chance of a risk. A risk that anything could go wrong and for no known reason, at any time.
In my experience coturnix quail are wonderful creatures.

If you hold them often and hand feed them many of them should become very tame and sweet.
They're being fed good food, so that's not an issue. If any other chicks show symptoms, update us and we'll tag the experts. We are feeding the game bird starter feed and we grind it more up for them
FWIW, I use Purina's game bird starter for my coturnix, but I've never ground it up at all. They manage just fine with it as is. I don't remember where, but I once saw a comment about grinding feed and the excess dust causing respiratory issues with the chicks. We are feeding the game bird starter feed and we grind it more up for them
