Seriously don’t talk to him until you’ve calmed down. You need to present all the facts of his negligence to him. If you go off on him you will undoubtedly forget some things that you mean to mention. Take a minute and write down all the things you want to talk to him about. :hugs

Go report him. That dog is WELL in the margins for required euthanasia.
My friends on the other side of the block had their dog attacked by an ex fighting dog (I know I have no idea why it wasn’t euthanized). Their dog had a nasty bite but she’s fine now. They could have pushed for euthanasia of the other dog but my friend didn’t want to.
 
Tell me where they live and I can take care of them for you. As I've said before, no body no crime. ;)

Tell him he had better fence his property or you will take legal action against him.
 
I don’t want to report him, but then again, I do. I don’t like causing things, but lord I’m sick of the crap he’s caused. I want to give the dog a chance... but it’ll take more than an “I’m sorry”. I can and will go off at him, at any given moment. All I can say is contain the heathen you call a dog, and don’t you DARE come near me or my animals ever again.

Tell him you don’t want to start a fight but he needs to fence his property and keep his dog off of your property. Type it up on the computer, make it look official, add the dates, lay out the terms-he fences his property within the month and keeps his dog off of your property or you will contact the authorities. Both of you sign the agreement and then make a copy for him and keep the original.
