keeping pigeons in very small loft?

Its dimensions are 4ft long, 3ft high, and 2ft wide. It does not have any door or anything. I'm planning on free ranging my pigeons and feeding them grit and wild bird seed mix. I will probably install some king of netting. What breed of pigeons could I house in here, and how many?
 
The most I would keep in there would be two pair, and replace any fertile eggs with dummy eggs. As long as everyone has their own perch space, it shouldn't be too bad. I recommend a small flying breed like rollers. "Free range" doesn't work very well with pigeons when hawks are around.
 
A larger loft is a good idea although Birmingham rollers can be flown out of a kit box slightly larger than what you mentioned. Please understand that "free ranging" pigeons does not work. There are just too many hawks for the pigeons to survive. My birds are whistle trained to return to the loft, and I still lose a high percentage to the hawks. Peregrine falcons, Coopers hawks, and sharp shins are all bird eaters and will camp out in the vicinity of your loft. Redtails although not "bird eaters" by choice are opportunistic and will take any birds that land in the trees around your loft. I lockdown from Sept. to March and still lose way too many birds.
