I used the traffic cone for children's soccer practice as anti-roost cover on the top of my home made PVC feeder. Maybe you can use the feed bag to make a flimsy "tall hat" on the waterer ....

Get a water that is made for chicken and hang it up and they won’t roost we have some and it works perfectly

I made a waterer using a 5 gallon bucket and some horizontal nipples, similar to this one: https://diydanielle.com/diy-chicken-waterer/. I placed mine on a couple of cinder blocks to make it easy for them to reach. Some people prefer to hang their waterers.

I have a 5 gallon bucket with horizontal nipples for my waterer. Bucket has a lid so no poop gets inside. You could always get a plastic or metal cone to go on the top so they can't perch on it.
