Keeps Itching

Hi,
Today one of my Silkie hens, only about three months old started to itch her tummy area. I cant tell if she is in pain internaly. We checked for external parasites, and she has none. She endlessly scratches, and she is not eating or drinking. What can I do? I dont want her to die!

My guess would be that she either has something inTernal or she has dry skin or something like that

I was told that this sort of thing happens to one bird every two years? Is this true?
