Kicking bedding out of nesting boxes?

So, I have a few rogue hens who apparently like things sparse. Namely, bedding (straw) in the nesting boxes.
Every time I put straw in the nesting boxes, unknown hens go in and kick it all out. Sometimes right away, sometimes within a day or two. I've used different bales, different amounts, and put it in at different times. Still the same result: straw kicked out into the coop and dirty, sometimes cracked eggs left behind.
Anybody have this happen to them, and, if so, is there any way to stop it?
Oh, 100 sq ft coop, 26 hens, one rooster, 6 nesting boxes. All boxes get the straw kicked out.
I had a previous flock (2 years ago) that used the same boxes with no problems. This flock is approaching 1 year old, but the kicking out has been happening since they started laying.

You may want to try a different material in your boxes like pine shavings.

I add straw to my coop this winter and my girls have a fall scratching that around. Nesting boxes that have shavings in them seem to do better for me.
