Its because of a sue happy society. Patients will be protected as much as possible. The more layers the better. Those medical personnel tending to patients are tending to patients. Every person they come in contact with has covid on a covid wing. The shields and gowns are not worn out of covid units just normal surgical masks. The personnel on the covid wings stay on the covid wings. Food drink and snacks are brought to the wings. No one is allowed past donning stations and doffing is done on exiting to include sanitizing and washing.Yeah I’m not sure haha maybe they’re just paranoid about the patients getting something?or it could be both in that case, idk. But just like in general out and about for the public it’s to protect others. Idk about in a setting like what you’re meaning.
N95 protect the wearer
Surgical protect (to an extent) others from you
Cloth I guess is better than nothing
