As far as an "Antibiotic Sticky", I absolutely agree that there are too many variables to give a cut & dry ANSWER, and I'm not suggesting that people are advised to give a specific drug at a specific dose for a specific symptom.
Rather they would be given the BASIC information as to what an antibiotic DOES (kills bacteria, not viruses), explains that not all antibiotics work the same (some are more/less effective for different body systems and different types of bacteria), and also general info of risks of incorrect usage (impact on GI tract, possibility of creating resistant bacterial strains, inhibition of meat/egg use, etc.)...
That way if an owner is trying to decide "Should I use antibiotics??" they could get the BASIC info (that we have all posted over and over ad infinitum!) and make THEIR OWN, better informed decision. With additional links for "specifics", that THEY can choose to follow (or not!).
Similar scenario for anti-parasitics/dewormers...
