Knowing when to intervene

So of my three eggs, only one has pipped. It's day 25 for my call duck eggs, I've confirmed that the other two are alive, but I know it's not unheard of for a particularly small-billed call duckling to be trapped beneath the membrane. My question is, when should I intervene? Part of me would rather risk it and try than to be guaranteed two dead ducklings on my hands. Any thoughts or advice?
 
go slow and pip a peek hole see if the inner shell is brown, if white let it rest after the hole because oxygen allows the absorbtion of yolk.

I did that with the egg that wiggled the weakest in the water test last night, he's fine, no signs of struggle and there are veins running over top of the membrane so he's not ready yet. Didn't do the third egg 'cuz I assume it'd be the same story as #2. Woffles, the eager beaver, is mostly brown but still has some spots of red left on the membrane. Poor lil' guy really wants to come ou but just can't yet, hehe!
