Late bloomer Roo

My sweet Lavender Orpington is such a late bloomer. He's 25 weeks and still not crowing (fine by me!) He is just so docile and low in the pecking order. I was just curious when he may attempt to mount the hens? I have 2 two year old hens and then my other 8 are the same age as him. Only a few are laying. My older hens were hatched during the summer and didn't lay until the following spring. Their hatch date was 2/13/18 so this is new to me plus my first roo. He's looking a little scraggly and my older hens plucked out a few of his tail feathers. About when would you think I could look for fertile eggs? Thanks!

It may be worth reevaluating your feed and space, if all your hens start laying so late.
They are very pretty.
