Lavender Orpington Rooster?

Could be, but the other birds feathers look nice. It could just be from breeding Lavender to Lavender. I've seen it referred to as "the tail shredder".

cockerel...… he is in kinda bad condition why are all of his feathers mangled? stress? deficiency?

That’s the way it’s been. Never had much of a tail since we bought it.

It's either a point of lay pullet or slow developing cockerel. I lean toward the latter possibility, but I think it will be one of those cases where you won't know for sure until it lays or crows.

The lack of tail feathers and poor feather quality in general is something that happens in the lavender color variety of several breeds, as KikiLeigh already stated. It's a genetic problem, not an environment problem.

Cockerel.... Aside from those wattles, those are male saddle feathers. Also, at 16 weeks, a pullet would be much rounder.
