Laws on selling poultry meat for pets/captive carnivorous animals?

Have you considered selling the birds live and allowing the buyer to dispatch the quail? For avian rehabilitative purposes, they would probably prefer the quail live. This would give you the chance to sell your excess quail, serve your community, and keep you to the letter of the law.
 
However, we thought about selling the birds for pet food or to falconers. Does anyone know the laws on how poultry needs to be processed for non-human consumption?
Is there a nearby wildlife rehab or educational facility that keeps raptors?
One I found near me would take chicks but they wanted them young and frozen.
 
I wonder if you'd still need it to be done in a USDA facility if you were to sell whole birds for either reptiles or raw feeders(cats, dogs, ferrets). Many people who raw feed would take whole intact animals.
