I feed layer pellets, and all my eggs aren’t fertilized.

Of course, I don’t have any roosters...

Depending on the breed and individual bird, usually 17-25 weeks.
If they aren't old enough to lay, it's best they eat grower feed.

16-25 weeks old is a common but there's variables. Some could be sooner or later.
And daylight hours effect when they might start. Decreased daylight hours in the fall could prolong startup of laying until spring.
