Lays eggs in water??

Why does it seem my ring neck pheasant hen likes to lay her eggs in her water pan. She has a 50x20 run, and still seems to do it quite often. Any one else have this problem,anyone know why?

my cousins ducks did the same... but they eventually quit and started laying in a chickens nest box
