I think I would try a file or a Dremel tool. I must confess I never had need to saw off a seamless band on a pigeon.

got it off with nippers no problem. She loves to lay in my lap and have her belly rubbed so, my son rubbed while I snipped LOL

I HAVE BABIES!!!! my very first pigeon babies, UNBELIEVABLE I swear the chicks are at least 5 times bigger than those eggs were!!!!!
