Leg Problems

My guinea hen has curled in feet, and where his legs bend is completely swollen. Is it to late to try and fix him. I didn't know what was wrong with him until now. He is about 5 weeks old.
 
Some times when the eggs are getting incubated something happens that stops them from recieving warmth. And the results a lot go to stuff wrong with their legs. My teacher had quail this year and we had a power outage for only like 4 hours. And that did it. A lot of the eggs didn't hatch and about three had messed up legs. Probably the most likely reason is because it did not recieve or lost some warmth when it was in it's egg.
 
5 weeks It's hard. The Quail he had were only like 2 days old and he said that he needs to put it down, and he did. Ummm so I don't know if you really want to see whats wrong go to a vet. But you know if you let him live he may be suffering and he may not it is hard to tell. If I were you I would maybe check with a vet or call the vet, see whats happening, look at him some more kinda just see if you want to put him down or not see what the vet says and stuff and if it looks like he/she is just out of life and is in real pain I would end it. But only if I knew it would help. Now im not 100% that's what the problem is. I'm just saying, It would prob help to end its life if it is just hanging on by a thread.
