They are probably talking about exotic Newcastles disease virus, which is not normally found in the US. Sorry for your loss. I would probably close the flock to any new chickens or any going out of the flock. Scroll down for info in this links:

NDV means newcastle disease virus. It may not be found in your area but it is transmitted through the air, probably migratory birds could carry it anywhere in the world. We never had it here in Africa until the last 3 decades.
