I'm not familiar with the product you posted, so won't comment on that.

Personally, I would use a Permethrin spray or dust that is labeled for use in poultry. These can be found at most local feed stores, online and at Tractor Supply. Here's a list of products http://www.backyardchickens.com/t/1151513/pesticides-approved-for-poultry

For your broody, if you can gently remove her from the nest for treatment, then do that. The box would also need to be treated. If she is a real pain, then wait until she comes of the nest to eat/drink and poop, treat the box, then catch her when she's coming back in and treat her.

No, don't use that product, either in the coop or on the birds! Two reasons; It's not approved or labeled for poultry, and chickens are very sensitive to aerosols,, so avoiding citronella is safer.
Permethrin spray concentrate is inexpensive and very effective, and labeled for chickens in the USA with no egg withdrawal. It's the right product to use!
