Lice on Dirty Butt

I noticed one of my Wyandottes had a very dirty butt. I took scissors and cut away the dirty feathers. Underneath I found A LOT of lice (I think they're lice, little gray things). I promptly dusted her and my other chickens. What was weird was that the other chickens didn't have any lice. My questions are:
1. Do lice like dirty areas on chickens?
2. Is it normal for lice to only be on 1 chicken?

Good questions. I had a White Rock rooster that had lice and he was the only one that had them. At that time,I had 8 hens in the same house with him. I didnt know he had lice til he started losing feathers, that's when I did a close inspection and discovered the lice. I immediately checked all the hens with negative results. I dusted the roo,all the hens and their house.I repeated it all over again 10 days later. I dont think dirty butts have anything to do with lice but if one of them gets pasty butt, i cut it out with scissors and do a quick inspection. Lice can travel anywhere on a chicken. It is odd that they didnt go from the roo to the hens though.
