Does my pullet have lice or is it just white feathers? She didn't look this white when I got her but she was missing feathers on her back between her wings and has no tail feathers. I was told she was a Cream Legbar but I'm not so sure.

She's not a cream legbar. She looks like a Speckled Sussex mix. She is likely having a juvenile molt.
Lice stay on or near the skin. Use a headlamp and retrieve her from the roost at night and spread her feathers apart to inspect her skin. Looking in the butt fluff is the easiest place to start.
