No, it's better to individually dust each bird, hard to get spray up under the feathers where it'll be effective.
I have used the liquid to spray the pens though, works good that way and goes a long way too. Yes right now with all the rain and mess, it would be a little tuff for either method. Pick a good dry sunny day, it doesnt take long for it to do it's job. The morning after you treat them, they'll be gone. Then retreat as discribed above for eggs that may have hatched
