I would say pullet. No comb, and if the legs are noticeably skinnier then there you go, I guarantee it.
same thing happened to me with cockerels not being pullets. If the crown is more white/yellow than the other ones it's a cockerel.
I kept mine but there is more fighting and humping than I like. Plus the girls lose feathers from the grabbing hold
of head, wings, and back. Ciao
