Light Brahmas - feathers not coming in?

We have a mixed flock of 12 thirteen week old chicks. Everyone seems to be coming along fine except for the 2 Light Brahmas. Their feathers aren't coming in on their backs. Does this breed' feathers just come in late on their backs?

We suspect pecking from their cell mates. Please comment and advise.

Are the others pecking her? Does she have lice?

We have a few like that as well, although I know it's not lice. It's from our rooster being too rough, he wore the feathers right off. However we don't have that rooster anymore and still the feathers don't seem to be growing back.
Does anyone know if they will grow back?

There might be some pecking going on. That's assumed, but not verified, to be the issue. I think I'd rule out lice because this issue isn't present in any of our 14 other chickens.

They most likely won't come back in to a nice full feathering until their next molt.

I think they've gone through their molt and still nothing.
I sure hope they come back.
I've had to put sun screen on them with hot weather we've had.
