How much light does a 8x7 coop need to keep a chicken laying during the winter? and how long does it need to be on? what time should i have it turn on and when should it turn off? I'm going to have it on a timer. Thanks in Advance!

A 13 watt CFL will be plenty, and supplement so that you get 16 hours of light, total.

There will be a lot of debate on the amount of time.

If it stays on after dark, you will notice your chickens still head to bed with the sun. Let them get up with the sun and keep the light on for a few hours after sunset.
