light sussex hens, 23 weeks old and still no eggs..... please help :(

I purchased 9 light Sussex hens which are now 23 weeks old, 3 of these have fully developed combes but i am only getting 1 egg every 3-4 days from the 9.
I am feeding them on a mixture of layers pellets & wheat, whats gone wrong, the chicken run measures 30 meters by 13 meters so not short of space.
when purchased i was informed that they were POL so what is going wrong ???
If anyone has any advice it would be extremely helpful if you could post me some advice on this matter,

Sussex in general are slow to mature in my opinion. My Coronations did not seem to start laying on a regular basis until about week 25 to 30. With that said when they do start they are egg laying machines. I have also noticed that my Sussex tend to drop off some when the temp is in the 90's more so than my other breeds.
