Lightning arrestor A-II

My A-II is installed properly but leaks 600 volts to the ground rod. Zareba says that is normal. My question is why and how does it do this?

I am not familiar with the A-II but most electric fencing problems are connected with debris on the line creating a short circuit or inadequate grounding for the system.
