I was gifted this incubator, or more like saved it from the garbage. It was literally in pieces. But it had the fan and egg turner so I thought, maybe I can fix it. New plexiglass, lots of drilling, jb weld, and finding missing screws it is up and running. Oh...and lots of soap and water...

I have a question. Using a mercury thermometer I have it going off at 37.5 C (99.5 F) but it goes down to 34 C (93.5 F) before kicking in. Is this OK?

That isn't OK.
I feel your pain because I was gifted/rescued my first LG. You need to let it settle a couple days with some sort of heat sink in it like a water bottle or brick before determining if it is holding a steady temperature.
