Little Peep, why won't you stop peeping?

I've got a chick in my brooder I've taken to calling 'Little Peep', because he is half the size of my other same-age bantams and hardly stops making noise. It's not chattering peeping, but louder "Hey! Hey! Hey!" peeping. You know the kind.

There is food and water, and I've seen him eating, drinking, and relieving himself. The warmest spot in the brooder is about 95 degrees. I think he's about two weeks old.

Why is he so tiny, and so loud?

That loud peeping means something is wrong. He could be either too hot or too cold. I know he should be fine at 95 but is he able to get to that spot to sleep? I've had them raising all hell then I'd put them in the warm place and they settle right down.

Being small, I'd suspect he's cold. It's possible to have a whole brooder full of chicks that are perfectly comfortable, but for some reason one just wants it warmer or cooler. Hold him with your hands cupped around him so he gets really warm and see if he shuts up.
 
I put a mason jar in my brooders on its side and back a bit from the light so it's warm and yet not in direct heat. They go inside and sleep. You can put a cloth or duct tape on top so it's a bit darker inside, and better for sleeping.

He can get to the toasty spot, and also likes to snuggle up to the larger chicks - all of them are at least twice his size. Why is he so small? Is it just a breed difference or is something wrong with him? For the record I have no idea what breed he is, but I have another unknown bantam and a Silkie of the same age and they are huge next to him.
