Little wings?

I have a chick that seems to have tiny wings. Its one of my larger chicks and is otherwise fine, eating and growing well. So does it have undersized wings or is it just late feathering? Might be either a Buff Orpington or a White Rock and its 2 weeks old.




Compared with another chick of the same are.




 
My rooster (buff orpington) Had small wings compared to the others. It might be a rooster thing it might not. (I think those are buff orpingtons, just FYI.) It looks like the feathers aren't developing as fast as the others, which is another sign of it being a rooster. Do take in mind though, that these are just hunches as it is nigh impossible to sex chicks at 2 weeks. :)
