Thank you all.
I will look up info on the recall pen. They stayed one night and then went to my trees in the back of my property.

I've never used one, but i've seen plans to make one....apparently fairly simple if you're mechanically inclined. You should be able to use a spare cage laying around and alter it. Just make a funnel outta 1/2" mesh that is around 6" at one end and tapers to around 4". I believe in should be around 6" long but that's not terribly important. On the small end, bend a coathanger in a "U" shape. Mount this upside down at the small end of your funnel so that it swings outward freely, but will not go into the funnel. Cut a hole in your spare cage (at the botton) large enough for the big end of the funnel to just squeeze in, and mount it there (probably wont look pretty, but we're going for function here. This will be where the escapees can enter, but not exit because of the wire.

Put your contraption where the quail are and cover part of it for shade with an old feed bag or something that wont blow away easily. Make sure you put food, water and one of your other birds in there and wait....overnight i believe, but someone else will have to chime in here.
