Sorry for your cruddy hatches, that can be a bummer.
Though it's possible for later hatches I find they get weaker with time. Anything that isn't hatched by day 22 get unplugged here at day 23.
If I had to guess, you have some issues going on with your incubator... though shipped eggs add for extra challenge.
I'm guessing you don't mind if we have a go at diagnosing what went wrong in the past? So what incubator are you using? Forced or still air? Were all your previous eggs shipped? Are you hatching the quail at the same time? What temp are you using and humidity for your first 18 days? What is your turning process? How many thermometers and hygrometers are you using and have they been calibrated? Have you tried to hatch any from your own stick yet?

What breed are you hatching? Egg color makes a difference on your humidity level required to not drown chicks at pip.

I can only hope to find it again or that because it's a PDF is somehow hiding on my own computer.
Anyways... Unless it's a shipped egg issue... we should be able to help you get better hatches.
Other possibilities are genetics, inbreeding too closely for too long, and poor nutrition of parent stock.
