Looking for duck ailment advice.

Greetings,
I'm helping at a waterbird rehabilitation center and wonder if any of you might recognize or have thoughts about this problem?

This Paradise Duck stands with her wings hanging down. She can flap them, and she can stand well.
Her wing joints are stiff. Primary and secondary flight feathers are broken and/or do not seem to be growing in/growing in properly. The skin around her flight feather follicles looks odd.
The rest of her is well preened and her waterproofing seems fine.
This is not angel wing.

That looks like some severe over preening! I've had pet birds that have done it to themselves just from boredom (and occasionally mites).

I was wondering if it could be related to mites or some other parasite, good call...I do think there's more to it than just overpreening, because of the way she stands and the stiffness of her joints.
 
I'd probably treat for mites and lice with a permethrin spray, and maybe some ivermectin orally. I also wonder about a skin infection? As Amiga suggested, blood work would be great. This rehab facility, do they have access to common medications and antibiotics?
 
Can't they get wing lice? This does seem like something parasitic with secondary infection. I'm not a vet, but it's just the only thing that makes sense to me personally.

I'd love to hear what the vet says if/when she is seen by one. Poor thing. At least she's in good hands now. :)
