You may want to be careful buying from a local breeder in southern California right now. Make sure they're NPIP certified so you don't contribute to the spread of Newcastle's disease that is a problem down there at this time.

that's why I would prefer to buy from someone who has healthy quail

There are some reputable breeders out of state that ship both eggs and live birds. Myshire Farms has a great reputation.

I just did some research. All of Southern CA is in a no mail zone, so you're not going to be able to get birds or eggs shipped in. Orange county is not in a quarantine zone, but it's close. I would recommend holding off on getting quail for a while.

Edit: If you do managed to find someone who has apparently healthy quail in Orange county, I would still recommend keeping them in quarantine for three weeks or so.
