Looking to change ordinance in the city limits

My name is Laurie, I have always wanted chickens since I was a child. Somehow I ended up in the city limits of Whitehall (not my choice) and now the ordinance states no poultry. My husband is a rule-follower and even though the ordinance is not followed he says no chickens until it is legal. I am on here not only to gain knowledge but to see if others have overcook this same obstacle.

Often if you present good info/stats/ benefits, you can find some support for chickens.

non-rule breaking option: Cotournix quail. Keep in cages in garage or home. They lay every day practically, starting at 6-9 weeks old. Easy to butcher. You’ll not need any males but if you have males, then only have 1 per cage of 4-5 females.
