Looks like my boy is a pullet!??

My best chicken Rodney who used to sleep in my hand when he was a baby has now turned out a pullet! i have been convinced he was a he since the beginning but he has stopped growing now and has no sign of any roosterish features...

Just to make sure, he is a she right??
