Loose in my yard

If you are licensed by the city there should be a set of rules for you to follow, probably included in the application.

Oh, and, Welcome to BYC!
I wish there instructuons or rules included but when I asked they said look it up on the city ordinance. Im pretty mew at this as well and im mot finding the info i need.

Definitely call your city zoning department for clarification. As noted some cities do not allow for free ranging. If confinement is not required, it's your decision whether or not you want to free range or confine to a run. If you're concerned about predators, chickens escaping to a neighbor's house, your garden being torn up, you may want to keep them penned up. I'm on 4 acres but keep mine in a run because I don't want them tearing up the yard and because we're right on a creek that attracts a lot of wildlife.

If you can keep them fenced on your property, and city zoning laws allow you to allow them to free range on your property, then you can do so. However, some city zoning laws state that chickens must be confined at all times. If there is nothing written, let common sense prevail. By all means, your birds need to stay in your yard.
