Losing feathers, head not as bright

One of three chickens seems to have lost some color and feathers near her head.

Is this normal chicken pecking-order, or is she getting sick?

Location: Eastern Nebraska
Temps down to 30F some nights. Coop is fairly wind protected, but not insulated.
Light until ~4 hours after sunset.

In winter with shorter days of light, many hens stop laying and thus have paler combs. Has she molted lately? The feather loss could be caused by mating behavior or feather picking.
