Losing feathers

My bantom Cochin rooster has been losing his feathers on his neck but I don't think he's molting because it started last year and he just keeps losing only around his neck

Do the feathers grow back after he loses them? Maybe he only goes through a partial molt. Are other chickens preening him and maybe pulling out his feathers?

Have you given him a good inspection for mite, lice or skin problems?

No they're not growing back and I haven't noticed any other chickens pecking him

He started losing them about 8 moths ago

Hello and Welcome To BYC! X2, If he is not molting and no parasites, for some reason hens often seem to pluck the neck feathers off of roosters, especially when they are on the roost at night.
