How long did it take for your heating plate to heat up?
I have the same one and it's been heating up for 1 hour and I barely feel any heat coming from it (I touched the underside of it too and feels barely warm).
We started it in the afternoon before it got cold. So, I did not pay too much attention to it to be honest. Our chicks were rooming around, eating, drinking, It is warm but not burning hot either. I can touch it and it feels nice and cozy.

Like I just put the heating underside directly on my leg and it's not burning me.
It's like a slightly warm feeling. Almost lukewarm.
Is this how it's supposed to feel?

Mine is definitely warmer than that. It’s not burning but really warm to the touch.
it‘s been running for 48hrs and was probably not that warm in the first hour or so.

What size is yours? The Premier 1 small is 22 watts. The extra small is 15 watts. At that wattage it takes a while to heat up. The OP's heat plate is a different brand but looks to be made by the same company as the Premier 1.
Yours may be malfunctioning. It takes mine about 15 minutes to warm up. When they get up to temp it is uncomfortable to put my hand on the bottom plate.

Mine is a Rentacoop 10"x10" Heating Plate for Chicks.
Like the chicks are supposed to go under it.
I had it on for 2 hours and I can comfortably put the underside of the Heating Plate directly on my legs skin/thigh area without any real hotness.
Just warm and I can leave it on my skin without being uncomfortable.

I'm about to get 10 chicks next week and I was testing this Heating Plate out today.

Mine is 13 watts/hour.
 
It may be undersized. That may be enough wattage if it is in a room in the house but outside it wouldn't likely be enough power to do the job.
I remember years ago that a Brinsea Eco Glo isn't powerful enough to use under 50F.

I also got a RentACoop plate - the size smaller - so easy to assemble and use! I also have a Vrooder which works well, but was a little bit of a pain to assemble.

Just occurred to mention in case it hadn’t been yet (and you probably already figured) - another benefit of the heat plate vs lamp is that the chicks don’t get 24/7 light, so can get used to natural day/night cycles.

As far as heating, mine heated up probably within the hour, and was touchable with hands but hot enough not to be comfortable keeping a hand on it, at least for me. Maybe it would be comfortable though for someone else?
