Agree with all posters. Females are quieter than males. Chinese and African are the loudest breeds. Toulouse and embden are also pretty loud. My buff dewlaps are hands-down my quietest breed. I've met some quiet sebbies, too.
But if you really want super quiet and docile birds..... go with muscovy ducks.
