I mean you could get a new bird. then she might befriend her. My two lowest hens stick together.

But then you'd also be adding another bird into already crowded conditions. Most likely what would happen is, there would be another picked-on bird trying to find a safe place.

That is exactly what would happen. The lowest bird will always take the opportunity to climb up in rank.
