My coturnix are in a three sided shed in a solid floored cage with a thick layer of hay as bedding. Temperatures here got down to 13 F/ -11 C two nights in a row with daytime highs under 32 F/ 0 C earlier in November. The birds were fine, and continued laying through the cold snap. They did eat more, of course, since they were spending more energy to stay warm, and certainly appreciated warm water to drink in the morning and evening.
Hope this helps!
