It could be a larvae in there. Oh man, I wish I could see that up close and touch it.

Also weirdly, It looks almost like a cutaneous horn that can grow from the base of squamous cell skin cancer but I don’t know if birds can get that!

Can you try your very best to catch this guy and get some close pictures and feel it to see if it’s hard or soft. Does it have a little hole in the middle? (Botfly)

And what the skin looks like around it’s base where it’s attached to its skin?

That's exactly what I was thinking it looked like too! I was afraid to say it because like you said "can ducks get them"? But, I don't see why not.
