lurker and really want to get into chickens

I live in spring valley ca and thats a part of san diego but is a rural ish county not an actual part of sd. I keep reading about probs in san diego but also her alot of people own here as well and wanted to know the likelihood of me getting in trouble if I do get them. I only want maybe 4 of them anyways and prob no roosters. any thoughts?
