Mailing Hatching Eggs Do I need to be NPIP to do this??

I have been researching selling and mailing hatching eggs.

Some people say that you have to be NPIP to do this and then some say that you don't.

I went to the USPS site and did a search and nothing came up.

So the question is do I need the NPIP certification to send hatching eggs through the mail or to another state, legally.

I really want to do the right thing and do not want the hatching egg police to come a-knockin on my dooor.

As was said, you need to check the requirements for the specific state to which you want to ship. There is no single answer; there are 50 states and therefore 50 answers. (We'll ignore territories and DC, although they also have specific requirements.)
 
Ok I did check and basically all 50 states have tons of restrictions, either NPIP or vet check or health certs, so needless to say most of the people who are shipping eggs if not NPIP are doing it illegally? I just received eggs and they were not labeled as such, is this how everyone appears to by pass the whole NPIP thing? Just wondering now.
