To me it looks like the beginning of bumblefoot, meaning the wound. I wouldn't cut into that, because it still looks tender. I'd just do the TLC, meaning daily cleanse, soak, cleanse and bandage.

ok, I am ordering some blue laced red naked necks, they are a project and really cool. I will be getting splash laced and black laced red as well.
