Major Differences between Dutch/Seramas/Old English

A serama should be waaayy smaller than both of those breeds. I got a little cockerel right now, he is five weeks old, and weighs in at 3oz. He will never be bigger than 8oz. My dutch pullets are three weeks older than him and are easily three times bigger than him. Ahbee01 say them today so she can tell you how tiny are serama is suppsed to be. At all seramas should look a little like a jap. banty because they have some jap. banty blood. They should have short stubby legs. When a serama cock/roo poses his head should touch his tail.
A dutch should have a nice upright carriage , but not as extreme as a serama. By the way seramas are not a breed yet , they are a landrace.

I think that some Old English have the comb you depict, and some have the single comb (which throws me off). Is it dubbed or Rosecomb?

That would be a dubbed comb. OE are supposed to be dubbed, but cockerels can be shown undubbed until Nov. 1 of their first year.
