Male chasing , how much to tolerate?

Please see video, there is one male that seems to bite holding the back of the necks of other quails fairly aggressively. Tho, no feathers ripped nor blood so I guess I can let it go. But this is quite frequent, once per 30 minutes.. so like 50+ times per day. I'm surprised they dont tire themselves out.

Anyway as you can see in video, the "victim" pants like crazy after these chases. I can only assume the victim is stressed out by this. But is this generally "OK"?

1 male (confirmed so far), 3 femles the rest i'm quite sure are females since they're all the same age and no others have crow'd. there is around 1.3 SQFT per bird.

so it is normal for the "matee" to pant like that after ?

when does the "matee" give in and let him "do the deed" ? do things change after this?

the male might get better at doing that and stop falling off and things
 
Just because the others aren't crowing yet doesn't mean they're all females, but it sounds like a decent ratio. If there were fewer females I'd be worried that she's being overbred. They're over crowded by my standards, but they're within the minimum space that they need.
