Male or female and why still bald

Hello! Some information that might help us help you, is how old your bird is, and possibly what breed te bird is (if you know,).
The reason why he looks “bald” is just feather growth! If you look closely, all the thin, clumped together feathers are all new, and some are blood feathers! He/she is either growing in feathers that were late, or had some pecked out when younger, and they are just regrowing!

Hi roughly 9/10 weeks and was told they are buff rock bantams

Pullet.....and, yes, new feathers growing in from juvenile molt.
Chicks will grow 3 new sets of feathers between hatch and 6 months old.
