Pictures are too blurry to make out if their are pointed saddle or hackle feathers. I would guess both are cockerels based on tail feathers, but definitely not positive on that.

Looks like it's a cockerel!!! If it were a gen, they don't get red combs til about 4 weeks of age.

I know you posted this a while back but I have to disagree with you. If a chick is 4 weeks and has a red comb, then its a cockerel. Pullets shouldn't get red until point of lay, when they're between 19 and 30 weeks, depending on breed.
